Oct 12, 2021 at 16:31 comment added Tsundoku Mod The lion's share of off-topic questions that we get are questions such as English - Were We Taught or We Were Taught? and Japanese question is 「あなたと彼女は親戚ですか?」 and 「あなたは彼女の親戚はありますか?」have the same meaning, i.e. from language learners who have come to the wrong site. They are looking for grammatical or lexical explanations. The example in my previous comment is much rarer, but I think we can catch it with the same close reason.

Regarding the brief description and "linguistic explanation": the original wording would also cover questions such as Why was gender assigned to words, seemingly at random (in French, Italian and probably many others)?, which is not covered by "How to use language". An alternative brief description might go "Asks how to use language or about specific characteristics of a language."
